This year's First Team All-American Analyst, Katherine R. Bateman PhD is assistant vice president and sector manager for higher education securities at John Nuveen & Co.

She won top honors in the 1991 All-American Municipal Analysts Team for higher education.

Higher education is entering into an interesting, but potentially treacherous phase," Ms. Bateman said. "Private institutions, which have made headlines in the past because of large tuition increases, are now stabilizing their expenditures.

She added that public universities have had to make double-digit increases for the past two years something that has not happened since the early 1980s and a trend that is not expected to slow soon because of continuing state appropriation cuts for higher education.

Also, public schools are having to scramble to balance budgets. A (what type) task force in Ohio has just recommended a link-up of state colleges and universities into a system that will allow the board of regents more control over goals and the elimination of programs.

Their initial proposal includes designating Ohio State and University of Cincinnati as the state's comprehensive research universities.

Furthermore, a task force in Illinois has just recommended that Northern Illinois University Law School be closed since there are several others in the state.
