U.S. investment banker Bob Diamond was named CEO of Barclays, replacing outgoing chief John Varley. Varley reportedly was offered the chairmanship of HSBC Holdings, but turned it down. HSBC instead named Douglas Flint as chairman replacing Stephen Green, who steps down at year's end.

Citigroup hired Jud Linville as CEO of Citi Cards. Linville is the former president and CEO of U.S. consumer services at American Express.

Amex also lost key executives to Bank of America, which hired Ralph Andretta as its global affinity products and international card executive, and PayPal, which Leonard Shen joined as chief compliance officer.

Former Fannie Mae president Herb Allison is stepping down after two years as head of the Troubled Asset Relief Program.

Thomas Schwartz announced plans to retire as president and chief executive of $7.8-billion asset First Midwest Bank of Itasca, Ill.
