In Brief: Bush Names a GOP Housing Finance Chief

WASHINGTON — President Bush announced plans Friday to replace Federal Housing Finance Board Chairman Allan I. Mendelowitz with Republican board member J. Timothy O’Neill.

Mr. O’Neill was appointed to the five-member board by President Clinton in 1995. He had begun working for the board in 1987 as senior legislative manager for international affairs and later became director of congressional affairs.

Mr. Mendelowitz, a Democrat, remains on the board.
