CLEVELAND - National City Corp. has promoted three members of its senior management team to executive vice president.

J. Armando Ramirez, head of corporate planning and mergers and acquisitions; Shelley J. Seifert, director of corporate human resources; and David L. Zoeller, general counsel and secretary, were given that rank by the board of directors, the company said Tuesday. Their functional duties remain the same.

Mr. Ramirez came to National City in 1988 as a vice president in Toledo. He was involved in the recent acquisitions of Integra Bank in Pittsburgh, First of America in Michigan and Illinois, Fort Wayne National Bank in Indiana, and AccuBanc.

Ms. Seifert is the company's first female executive vice president. She has headed human resources since 1994, with initiatives to strengthen leadership development and expand diversity efforts. Ms. Seifert held several human resource posts at National City Bank of Kentucky.

Mr. Zoeller, who joined the company in 1992, manages legal matters and is legal adviser to the board. He is a member of the Lawyers Council of the Financial Services Roundtable.
