Regulators unveil plan to battle loan bias.

WASHINGTON - Following months of complaining by members of Congress and community organizations, the four bank and thrift regulators jointly announced several initiatives to step up detection and enforcement of rules against loan discrimination.

The efforts will include regional fair-lending seminars for top bank officials; policies for referring cases to the Justice Department for investigation; enhanced statistical models to indicate possible discrimination; training programs for experienced compliance examiners, and refinements in consumer complaint programs.
