SEC Names Official

The Securities and Exchange Commission last week appointed a district administrator of its San Francisco office.

Helane L. Morrison, 46, is responsible for enforcement and examination programs within the San Francisco office's jurisdiction. The San Francisco office is part of the SEC's Pacific regional office, which is headquartered in Los Angeles and covers states including Alaska, Arizona, and Hawaii.

Ms. Morrison joined the SEC in 1996 as an assistant district administrator. She succeeds David B. Bayless, 49, who left in May to become a partner at the Washington law firm Morrison & Foerster.

Separately, the SEC said Leo F. Orenstein, assistant chief litigation counsel in the division of enforcement, is leaving to join the Washington law firm of Freedman, Levy, Kroll & Simonds as counsel. He has been with the SEC for almost 14 years. A spokesman said a successor has not been named.
