WASHINGTON — Senate Republicans were again able to band together to prevent the Senate from moving forward on financial overhaul legislation, as both parties dug in their heels in the debate.
Democrats for the second time in two days were unable to muster the 60 votes necessary to overcome a procedural hurdle on the legislation to strengthen oversight of Wall Street and its exotic financial products, as well as boost protections for consumers. The final tally on the test vote was 57-41, the same as Monday evening.
