With financial reform dead and her boss John D. Hawke Jr. soon to be comptroller of the currency, Victoria P. "Penny" Rostow left the Treasury Department last week to join the Gibson, Dunn & Crutcher law firm here.

Ms. Rostow, deputy assistant secretary for legislative affairs since July 1995, will split her time between Gibson Dunn's financial services and legislative practices.
