Titus & Donnelly VP leaves for position as congressional aide.

WASHINGTON -- John F. Kelly, vice president of the New York bond underwriting firm of Titus & Donnelly Inc., is resigning to become the administrative assistant and legislative director for newly elected Rep. Dan Frisa, R-N. Y.

Frisa, who will be sworn in next month, is expected to become a member of the House Commerce Committee under a proposal by the House Republican Steering Committee made public Friday. The committee handles finance issues through its telecommunications and finance subcommittee. Whether Frisa might be named to the subcommittee is not yet known.

Before joining Titus & Donnelly, Kelly was a lending officer with Chemical Bank's international division. Kelly has a masters of business administration in finance from New York University and an undergraduate degree in accounting from Adelphi University.
