On an op-ed contributor's claim that small banks have a regulatory advantage over small nonbanks:

"Yes, banks with less than $10 billion in assets are not examined by the Bureau. But they are heavily examined by the Federal Reserve, the FDIC, the OCC, and state bank supervisors, far more than ANY nonbank is supervised and examined. The author is right, the supervision is not equal. Supervision of nonbanks remains far short of that applied to banks."

On concerns that the Consumer Financial Protection Bureau's payday loan rule will not enable banks to provide small-dollar credit:

"If low income consumers and ones in temporary financial difficulty cannot borrow from highly regulated banks, they will migrate to the underground unregulated and unscrupulous lenders. The CFPB hurts the very people they say they want to help. The more difficult it is to lend, the higher the cost of lending and the higher the price to consumers. Over a couple hundred years, banks learned not to lend to people who will not repay."
