C. R. “RUSTY” CLOUTIER has served as President and Chief Executive Officer of MidSouth Bank, N.A. and MidSouth Bancorp, Inc. in Lafayette, Louisiana since 1984. MidSouth Bancorp, Inc. is a bank holding company headquartered in Lafayette, Louisiana with assets of $1.4 billion as of December 31, 2011. MidSouth Bank has 40 locations in Louisiana and Texas and is connected to a worldwide ATM network that provides customers with access to more than 43,000 surcharge-free ATMs.

Mr. Cloutier is past chairman of the National Advisory Committee of Fannie Mae in Washington, D.C. and past chairman of the Independent Community Bankers of America. In addition, he is former member of the Securities and Exchange Commission Advisory Committee on Smaller Public Companies, a former Director of the New Orleans Branch of the Federal Reserve Bank of Atlanta as well as the Energy Advisory Council and is currently a member of the Nominating Advisory Committee for the Federal Reserve Bank of Atlanta. 

Mr. Cloutier was honored in his community of Lafayette, Louisiana as the 2004 Civic Cup Recipient, the highest honor given to the community’s most outstanding citizen.  In 2006, the community again honored him when The Evangeline Area Council Boy Scouts of America named him the 2006 recipient of the Distinguished Citizen Award.  In 2011, He was awarded the NAACP Meritorious Award for Outstanding Community Service.

Mr. Cloutier earned a Bachelor of Science degree in finance/economics from Nicholls State University in Thibodaux, Louisiana and in 2007 his alma mater gave him James Lynn Powell Award and named him their Outstanding Alumnus.

In November of 2009, Rusty's book, Bid Bad Banks hit the bookstores!  In Big Bad Banks, subtitled How greed and ego among the bid shots in banking and government created the crisis that wrecked our economy, Cloutier discusses the warning signals that went unheeded, the vast egos that drove the push for power and money at the expense of service to country and community, and the bad behavior that resulted.  Mr. Cloutier most recently serves on the faculty Southern Methodist University’s SW Graduate School of Banking and is one of the leading advocates of community banking in the U.S.
