Kevin Twining is a partner in the Public Finance Section of the Dallas office of Locke Lord LLP.� Mr. Twining has substantial experience in municipal and corporate debt and equity financings, public private partnerships (P3s), government contracts, corporate governance and derivative transactions.� He represents governmental agencies, underwriters, credit enhancers, trustees, non-profit corporations and developers in taxable and tax-exempt bond financings in wide variety of industries, with a special emphasis on transportation, higher education and conduit bond issues.
