Upromise Inc.'s broker-dealer arm has announced the hiring of Jeff Howkins to be its chief operating officer.

Mr. Howkins, 42, is to oversee all operational functions in the newly created post at Upromise Investments Inc., the company said Tuesday. He was the chief risk officer at Old Mutual Asset Management.
In addition Upromise Investments announced the promotions of Venkat Gaddipati to chief technology officer and Peter Angus to vice president of client services. Mr. Gaddipati helped build the Upromise Web platform and customer care center.
Upromise says it is the largest privately funded service helping families save for college.
