Gerry is a senior credit analyst within the municipal fixed income group at Wilmington Trust Investment Advisors, Inc., the investment advisory arm of Wilmington Trust. Gerry joined Wilmington Trust in May 2014 and currently covers the transportation sector as well as state and local credits within the southeast and southcentral United States.�He began his career as a municipal credit analyst at Moody's Investors Service in 1987 before moving to the New York State Environmental Facilities Corporation to work on the New York State Water Pollution Control Loan Program in 1990. In 1993 he joined Ambac Assurance Corporation. While at Ambac, Gerry was the Credit Director at Ambac’s Cadre Financial Services, a Managing Director of Ambac’s General Municipal Underwriting Team and a member of the Public Finance Senior Credit Committee. Prior to joining Wilmington Trust Gerry was the Chief Operating Officer at Espacio – Sami Hayek and served as a consultant at several organizations including the National Association of Insurance CommissionersGerry holds a master's degree in Public Administration from the Maxwell School of Syracuse University and a bachelor’s degree in in History and Political Science from LeMoyne College. He is a member of the National Federation of Municipal Analysts (NFMA) and the Municipal Analyst Group of New York (MAGNY). Gerry and his wife Kristine live in Montclair, NJ with their 3 children.�

Olivier is Meridiam’s Global Risk Officer, in charge of the company’s worldwide risk management, covering the investment process and asset management across all Meridiam funds, as well as all related regulatory activities with the SEC and the French “Autorit� des March�s Financiers” for Europe.Oliver has been working in infrastructure finance since 1996. After five years in the banking sector (Credit Lyonnais and Dexia), Olivier joined Financial Security Assurance in 2001, first in their London office as a senior underwriter and, from 2006, in their NY headquarters as Managing Director in charge of FSA’s infrastructure finance operations in the Americas until he joined Meridiam in March 2010.��

As a member of the Project Finance, Debt and Strategic Contracts Division at the Texas Department of Transportation, Jennifer Wright manages multi-billion dollar transportation financing programs of the Texas Transportation Commission. She ensures that the issuance of debt is performed in a manner that serves the public interest, complies with state and federal tax and securities law and is within the guidelines of the Commission’s policies. She also leads the financial team’s negotiations of business and commercial terms of alternative delivery projects including public-private partnerships as well as securing TIFIA loans.In her ten years at TxDOT, she has led many new money financings and several refinancings achieving hundreds of millions of dollars of savings for Texas taxpayers; most notably, a record-setting refinancing of a toll revenue credit in January 2015. Ms. Wright competently grasps public finance concepts and applies them in her management of TxDOT’s debt portfolio and participation in public-private partnership program, resulting in sound recommendations to TxDOT leadership.She is a board member of the Women in Public Finance and also served on the inaugural board of the Texas Chapter of Women in Public Finance.Ms. Wright received her bachelor’s degree in finance from Texas A&M University.

Mr.�Ceffalio, a�vice president and�municipal credit analyst in the Fixed Income Group, joined the firm in�2010�and covers public power, West Coast general government credits, and territories.� Prior to joining the firm he spent seven years as a municipal credit analyst at Fitch Ratings, Bear Stearns & Co, and Moody's Investors Service.� Before moving to New York, Mr. Ceffalio served for nearly 8 years on the staff of former Governor Tony Knowles of Alaska, including four years as a Special Assistant to the Governor. Mr.�Ceffalio earned a B.A. from�the University of Alaska Anchorage�and a Masters’ Degree in�Governmental Administration from the Fels Institute of Government at the University of Pennsylvania. ��

Mark is a Managing Director and Manager of the Municipal Credit Analytics Group of Citigroup Global Markets Inc.� In addition to managing the Credit Analytics group on the trading desk, he is responsible for following industry trends and US municipal credits in the general government, project finance, municipal utilities, and high yield sectors.� Additionally, Mark supports the Municipal Securities Division’s secondary market trading and serves on the firm’s municipal credit and risk committees. Renee has testified before Congress and state legislatures regarding public finance issues. Prior to joining Lamont, Renee served as Managing Director for High Profile Ratings at Moody’s Investors Service, where she managed ratings for the fifty states, the U.S. territories, the largest cities, as well as airports, surface transportation, and utility issuers. Ms. Boicourt also worked for seven years with the City of New York, where she was responsible for tax revenue forecasting and tax policy, first with the city’s Department of Finance, and later with the Mayor’s Office of Management and Budget.Ms. Boicourt has a B.A. in Economics and a Masters in Public Policy, both from the University of California at Berkeley.

Michael Stern has served in dual business and legal roles for four New York City Comptrollers. He has represented the Comptroller’s Office in connection with the negotiation, review and approval of over $100 billion of debt and $3 billion of swaps for New York City and several related bond-issuing entities. He has represented the Comptroller on several boards, including the Board of Directors of the New York City Transitional Finance Authority, the Sales Tax Asset Receivable Corporation, TSASC, Inc. (the City’s tobacco securitization entity), the Fiscal Year 2005 Securitization Corporation, the New York City Industrial Development Agency and the New York City Banking Commission. He has served as chairperson of several audit and finance committees. He has spoken about New York City’s myriad financing programs, derivatives, stadium financing and related issues with foreign finance officials, at conferences, at investor road shows and at rating agency presentations.Prior to joining the New York City Comptroller’s Office, Michael worked as a lawyer at Brown & Wood (now Sidley Austin) and Hawkins, Delafield & Wood. Mark Dombroski is the Deputy General Manager, Chief Financial and Risk Officer for Austin Energy, a municipally-owned electric utility serving 460,000 customers in the greater Austin, Texas metropolitan.� Mr. Dombroski He began his financial career with two of the “Big 4” accounting firms, Price Waterhouse, LLP and KPMG, LLP in Houston and Seattle, Washington. He also served as the Director of Finance for Seattle City Light.� Mr. Dombroski served as an Officer in the United States Marine Corps after earning his undergraduate degree from The University of Texas at Dallas. He earned his Master of Public Administration from Seattle University.
