John Sinsheimer

Director of Capital Markets

John Sinsheimer, Director of Capital Markets for the State of Illinois, was appointed to this position by Governor Pat Quinn in October, 2009. As Director of Capital Markets, Sinsheimer is responsible for the issuance of all new State of Illinois debt, management all of the State’s outstanding debt as well as relationships with the State’s investment banks, financial advisors and rating agencies. Prior to accepting this appointment, he was Chief Financial Officer of the Illinois Student Assistance Commission, the State’s student lender and guarantor. As CFO of ISAC, Sinsheimer oversaw the sale of two-thirds of the Commission’s student loan portfolio in 2007 and the restructuring of the Commission in light of both market and governmental changes. Prior to joining ISAC, he was Associate Vice President for Finance at the Illinois Institute of Technology, Assistant Treasurer of Children’s Memorial Medical Center and Treasurer of Encyclopaedia Britannica. Sinsheimer started his career in banking and investment banking with various assignments over a 20 year time period. He holds a Masters in Management from the Kellogg Graduate School of Management at Northwestern University, Evanston Illinois, and Bachelors in Economics from Rice University, Houston Texas.
