Rick Hiscocks has been a partner in the law firm of Orrick, Herrington & Sutcliffe LLP since 1984, resident in the San Francisco office. He is a co-leader of the Lease Finance Group within the Public Finance Department at Orrick, and specializes in tax-exempt financing for a variety of State and local clients, such as The Regents of the University of California, the California State University, the California State Public Works Board, Transmission Agency of Northern California, the Modesto Irrigation District, the M-S-R Public Power Agency and the cities of Pasadena, Redding, Sacramento and San Mateo. Mr. Hiscocks subspecialties include lease finance, higher education, public power, general infrastructure and redevelopment finance. He has participated in a variety of project financings, including university instructional and research facilities, state prison facilities, power generating plants and transmission facilities, city halls, traditional public infrastructure (streets, sewers, water and solid waste systems) and environmental projects.Rick is an alumnus of California State University, Northridge, and the University of Uppsala, Sweden, and earned law degrees from the University of San Francisco (where he was Managing Editor of the law review) and the University of London, London School of Economics and Political Science.
