ENDICOTT, N.Y.—Federal regulators have approved Visions FCU's proposal to absorb CTCE FCU, a $78 million CU in Reading, Penn. The $3.2 billion Visions said the effective merger date is set for Dec. 1. The combined institution will have 34 office locations in New York, New Jersey and Pennsylvania and more than 171,000 members. The merger comes just months after CTCE's long-time CEO Glenn Potteiger and CFO Jerry Winchester retired over the summer. COO Cordy Kemmerer was promoted to CEO to succeed Potteiger.
