MADRID - Bilbao-Vizcaya, parent of the No. 2 bank in Spain, said it had agreed to combine one of its insurance units with the Spanish subsidiary of the French insurance company Axa.

The move, reflecting the consolidation of banking and insurance that is sweeping several European countries, will create the fifth-largest organization in Spain's burgeoning insurance market.
