The group has primarily been focused on helping community banks manage interest rate risk, their balance sheets and other matters, but Buttner will help expand its reach to larger banks, the San Francisco bank said.

Buttner said in an interview that he and his team will offer help in dealing with BASEL III, Dodd-Frank Act requirements, heavy liquidity in a low-growth environment and other major challenges.

Buttner, who is based in Charlotte, N.C., is a 21-year veteran of Wells Fargo and its predecessor Wachovia Corp. Prior to joining the strategies group, he was the head of residential mortgage-backed securities for Wells Fargo Securities. Also, in 2007 and 2008, he served as chief executive officer of Wachovia Bank International in Dublin.
