The Franklin International Small Cap Growth Fund had been available only to institutional investors since it was launched in 2002. The change was announced last week.

The fund seeks long-term capital appreciation by investing in equity securities of international companies with market capitalizations of $2 billion or less. It invests at least 80% of its assets in a diversified portfolio of marketable equity and equity-related securities of such companies.

Franklin Templeton, a San Mateo, Calif., unit of Franklin Resources Inc., had $617 billion of assets under management as of April 30.
