A bill to replenish the International Monetary Fund was set back late Thursday when a bid to attach it to an emergency spending bill failed.

"I don't think we should be playing a game of chicken when things are as important as they are in Southeast Asia," said Rep. Douglas K. Bereuter, R- Neb., in a speech Friday.
