Debra J. Ciskey

Director of Compliance, Receivables Management

Debra Ciskey is the Director of Compliance in the Receivables Management division at Afni, Inc., in Bloomington, Illinois. Debra joined Afni, Inc., in September, 1993. During her tenure at Afni, Debra created and drove the training and development programs during Afni’s meteoric growth during the 1990’s, then transitioned in to training, development and compliance responsibilities in Afni’s Receivables Management organization in 2004.Prior to joining Afni, Debra was on the staff of the American Collectors Association, Inc, now known as ACA International, where she was the assistant director of Public Affairs for 5 years. In this position, Debra helped to develop the association’s compliance program for members, monitored state and federal legislation related to the debt collection industry, planned the association’s annual Legislative Conference, and wrote a number of monthly newsletters. In 1985, Debra was promoted to Director of Education, and in that position, which she held for 8 years, was responsible for leading the team that developed and implemented the association’s education program for members all over the U.S. She was also responsible for programming for the association’s annual international convention and expo. In addition, Debra trained and managed the Education Department’s faculty, a group of more than 50 ACA members who underwent a rigorous selection and training process. Debra is actively involved in ACA International (ACA). Since joining Afni, Debra has served as a member of ACA’s Public Relations committee, and served as chairman of ACA’s Online Committee. In 2004, she completed her second consecutive 3-year term on ACA’s Education Committee, serving for 4 consecutive years as chairman. Debra is also an active member of the ACA Faculty, and regularly presents at ACA’s annual international convention and expo as well as other ACA conferences. Currently, she serves on ACA’s Ethics Committee, Communications Committee and SRO Task Force. Debra is also active in the Illinois Collectors Association (ICA) on behalf of Afni, currently serving as ICA’s President-elect and National Legislative Chairman. In 1998, Debra received the ACA Enterprises Award of Merit for her contributions during her term as chairman of ACA’s Online Committee, specifically for work performed on the development of ACA’s initial website for ACA members. In 2000, Debra was inducted into ACA’s International Fellowship of Certified Collection Executives. In 2004, she was awarded the Fred Kirschner Instructor Achievement Award for having taught more than 50 seminars in her career as an ACA instructor, earned the award a second time in 2006 for having reached the 75-seminar mark, and most recently in 2009 for surpassing 125 seminars. Debra was the association’s Instructor of the Year in 2005. She is a frequent presenter at ACA’s Annual Convention and Expo. In 2007, Debra was named one of the Top 50 Most Influential Collection Professionals by Collection Advisor Magazine. Debra holds an MA in Organizational Management from the University of Phoenix and a BA in English and Secondary Education from Iowa State University. Debra is also a Professional Collection Specialist (ACA) and holds ACA’s Scholar and Fellow Degrees in Collection Business Management. In 2009, Debra earned ACA International’s Credit and Collection Compliance Officer Diploma.
