INTRANET INC., Newton, Mass., said Richard J. Condon has joined the company, which is a developer of funds transfer systems for financial institutions, as chief operating officer.

Mr. Condon comes to InraNet following a 25-year career with the Bank of New England, Boston, where held a variety of positions, including five years as executive vice president in charge of corporate market development and seven years as president of the bank's information systems subsidiary.

Since leaving Bank of New England, he has been a bank consultant on regulatory matters.

FIRST COLONIAL BANK for Savings, Lynn, Mass., has elected Thomas W. Kelly executive vice president and senior loan officer. He had been a senior vice president.

In his new position, Mr. Kelly will be responsible for continuing to expand the bank's commercial lending base.
