1st Empire State Hires a Veteran Of Banc One as Top Retail Exec

First Empire State Corp., Buffalo, the parent company of M&T Bank, has tapped Banc One Corp.'s Emerson L. Brumback to be executive vice president of retail banking. He succeeded William Buckingham, who retired in October. Since then, Mr. Buckingham has served as vice chairman of the directors advisory committee for M&T Bank's Rochester division. Mr. Brumback was executive vice president of national retail distribution at Bank One Cincinnati. He has relocated to Buffalo. Adam Kugler was promoted to executive vice president and treasurer of First Empire State, succeeding William C. Rappolt, who retired from the post. Mr. Rappolt continues to work for First Empire State, helping to develop a consolidated aggregate risk management system. Mr. Kugler was a senior vice president in the treasury division. Before joining First Empire State in 1990, he was a corporate vice president for Drexel Burnham Lambert Inc.
