MIDDLE ATLANTIC
Riggs Bank, Washington, has hired J. David Hoffman as executive vice  president and chief information officer in its technology services group.   He is responsible for leading Riggs' technology integration.   
  
Mr. Hoffman came from Arthur Andersen's business consulting group. He  led the financial markets industry practice for management consulting in   Washington.   
Riggs also hired Sean Terry as executive director and international  private banking manager at its international banking group. He is   responsible for international private banking in Washington and at Riggs   International Banking Corp. in Miami and will also run Riggs Bank and Trust   in the Bahamas.       
  
Mr. Terry had worked for the State Department and earlier was an  executive at First Interstate Bank in Los Angeles.
