WASHINGTON — Recently raised regulatory concerns about the massive transfer of mortgage servicing rights from banks to nonbanks are fueling industry hopes that policymakers may be open to addressing the issue.

The Financial Stability Oversight Council touched on the subject in a report released two weeks ago, suggesting the shift to nonbanks posed a potential threat to the system.
