hold its last national loan auction Dec. 13, 14, and 15 in Kansas City, Mo. Nonperforming and performing loans with a total book value of $700 million will be sold by the thrift-bailout agency during the three-day auction. "This auction will be the last opportunity for investors to purchase RTC loan assets at a major auction event before the agency sunsets at the end of the year," said John E. Ryan, the agency's acting chief executive officer. The RTC, created by Congress in 1989, closed or sold 747 thrifts and so far has made $392 billion in asset sales and collections.
