Provident Bank of Amesbury, Mass., has promoted Charles A. Barrett to senior vice president and made him the head of real estate construction and development in the commercial loan department.

Mr. Barrett was a vice president for commercial lending. He joined the $297 million-asset unit of Provident Bancorp of Amesbury in 1997 as an assistant vice president.


MIDWESTCommunity Trust Bancorp Inc. of Pikeville, Ky., has named former Gov. Paul E. Patton to its board.

Mr. Patton was the governor of Kentucky from 1995 to 2003. He began a career in politics in 1979 and is now retired.

Community Trust has $2.7 billion of assets.


MIDDLE ATLANTICProvident Bank of Montebello, N.Y., has hired Richard O. Jones as an executive vice president and the head of its business services group.

In the newly created job, Mr. Jones will oversee retail, operations, information technology, marketing and product management, trust and investments, small-business lending, consumer loans, and mortgage underwriting and services for the $2.5 billion-asset unit of Provident Bancorp Inc. in Montebello.

Mr. Jones was a senior vice president at JPMorgan Chase Bank and a banker-manager in its mass-market affluent program.


National Penn Bancshares Inc. of Boyertown, Pa., said that Wayne R. Weidner, its chairman and chief executive officer, has been named to the board of the Federal Reserve Bank of Philadelphia.

He will begin his three-year term next month.

Mr. Weidner is also the chairman of the $4.3 billion-asset National Penn Bank.


SOUTHEASTCardinal Bank of McLean, Va., has hired Guy S. Johnston as its senior vice president of retail banking.

Mr. Johnston came to the $1 billion-asset unit of Cardinal Financial Corp. from Branch Banking and Trust, where he was a vice president and a regional sales manager for 42 of its branches.

Before that he had been a regional sales manager for 23 branches of First Virginia Bank, which BB&T Corp. bought last year. He began his banking career as a management trainee at First Virginia in 1994.


Southern Community Financial Corp. of Winston-Salem, N.C., has named Jeff T. Clark as its president.

Mr. Clark will remain the president of the company's $1 billion-asset subsidiary, Southern Community Bank and Trust. He has held that job since 2001.

As the parent's president, he succeeded F. Scott Bauer, who will remain its chairman and chief executive officer.

Southern Community Financial also promoted Merle B. Andrews to senior operating officer of the bank.

Ms. Andrews, an executive vice president, remains in charge of the bank's information technology, human resources, and operations departments.

She came to Southern Community in January, when it bought Community Bank of Pilot Mountain, N.C. She had been Community Bank's chief financial officer.


WESTCommerceWest Bank of Newport Beach, Calif., has hired Brian S. Skelton as its regional vice president for the southern Los Angeles area.

Mr. Skelton was a vice president and manager at Union Bank of California.

He has 13 years of banking experience in southern California.

CommerceWest has $111 million of assets.


Tamalpais Bank, an industrial bank in San Rafael, Calif., has named Kerry Mazzoni to its board.

Ms. Mazzoni was California's secretary of education from 2001 to 2003. She is now the president of her own consulting firm, Mazzoni & Associates.

Tamalpais is a $402 million-asset unit of Epic Bancorp, also in San Rafael.
