Delaware Place Bank of Chicago has promoted vice presidents Joseph M. Haugh and Mary Kay Soehn to senior vice president.
Their duties at the $265 million-asset bank did not change.
Mr. Haugh is a member of its commercial lending division; he joined the bank in 2003.
Ms. Soehn, who joined in 1997, is the head of human resources and the secretary of the board of directors.
MIDDLE ATLANTICSE Financial Corp. of Philadelphia has hired Pamela M. Cyr as the president and chief executive officer of the company and of its $113 million-asset St. Edmond's Federal Savings Bank.
Ms. Cyr had been the chief risk officer and an executive vice president of Susquehanna Patriot Bank, a $2.1 billion-asset unit of Susquehanna Bancshares Inc.
Before that she had been the chief financial officer and a senior vice president of Thistle Group Holdings Co. and its Roxborough-Manayunk Bank. Citizens Financial Group Inc., a unit of Royal Bank of Scotland Group PLC, bought the Philadelphia company in January of last year.
SOUTHEASTCity Holding Co. of Charleston, W.Va., has put Craig G. Stilwell, an executive vice president, in charge of retail banking and has promoted David L. Bumgarner to chief financial officer.
Mr. Stilwell remains the head of marketing and human resources at the $2.2 billion-asset banking company, his jobs since joining it in 2001. In retail banking he succeeded William L. Butcher, who has left the company.
Mr. Bumgarner joined City Holding this year as controller. He came from Arnett & Foster PLLC of Charleston, an accounting and consulting firm at which he had been an audit senior manager.
City Holding has also made senior vice president Jeff Legge its chief information officer. Mr. Legge, a 16-year veteran of the company, had been its information systems director since 1998.
SOUTHWESTEverBank Financial Corp. of Jacksonville, Fla., has hired Glenn McCarthy as the Southwest manager, in Dallas, of its wholesale lending division.
Mr. McCarthy was a regional field manager at KB Mortgage Co. in Dallas. Before that he had been a managing director at PMI Mortgage Insurance Co. of Walnut Creek, Calif.
EverBank Financial owns the Web-based EverBank and its branch banking division, EverBank of Florida, as well as EverHome Mortgage.
PlainsCapital Bank of Lubbock, Tex., has made John C. Owens its chairman.Mr. Owens will remain the vice chairman of the parent company, PlainsCapital Corp.
He had been the president of the $2.5 billion asset bank's Lubbock market. That job now goes to David R. Seim.
Mr. Seim, an executive vice president of the parent company, was the president of the bank's Dallas-Fort Worth region. He joined PlainsCapital in 2002 from Lubbock National Bank, whose president and chief executive officer he had been.
WESTPlacer Sierra Bank of Sacramento has hired Eric Tobias as its executive vice president for California's Central Valley.
Mr. Tobias was a senior vice president in the business banking division at Bank of America, at which he had worked for 27 years. (He joined the old San Francisco company and stayed on after NationsBank Corp. bought it in 1998.) Placer Sierra Bank has $1.8 billion of assets. Its holding company is Placer Sierra Bancshares.
Sun Country Bank of Upland, Calif., has hired John C. Drake to head its small-business lending division. Mr. Drake was a senior vice president of Mission Oaks National Bank of Temecula and, earlier, at 1st Centennial Banks of Redlands.Sun Country Bank has $340 million of assets. Its holding company is America Bancshares Inc.
Central Coast Bancorp of Salinas, Calif., said Jayme Fields will become its chief financial officer Aug. 1, succeeding Robert Stanberry, who will retire then.Since 1998, Ms. Fields has been the controller of the company, which owns the $1.2 billion-asset Community Bank of Central California.
Eastside Commercial Bank of Bellevue, Wash., has promoted Maryann Nelson to chief executive officer.Ms. Nelson, who has 30 years of banking experience, had been its chief operating officer since 2001.
The bank has $45 million of assets.
