North Penn Bancorp Inc. of Scranton, Pa., has hired Philip O. Farr as the chief financial officer and a senior vice president of the company and of its $93 million-asset North Penn Bank.
Mr. Farr had beenwas the CFO chief financial officer of Grange National Bank of Laceyville for 14 years, until November 2003, when Community Banking System Inc. of Dewitt, N.Y., bought it. He stayed with the buyer as a vice president for another seven months.
Before joining Grange National he had been the assistant controller at First National Bank of Nicholson, Pa., which Community Bank and Trust Co. of Forest City, Pa., bought in 1993.
Signature Bank of New York has hired James P. Gay as its deputy chief lending officer, a newly created job, and a senior vice president.
He came to the $3.5 billion-asset bank from Citibank, where he was a senior vice president and the head of middle-market and small small-business banking for western Long Island.
He had joined Citibank in 2001 when Citigroup Inc. bought European American Bank of New York from the Dutch ABN Amro. He joined EAB 10 years ago as a vice president of risk management.
Earlier in his 32-year banking career he held various management jobs at Barclays Bank and Chemical Bank (now JPMorgan Chase & Co.).
St. Edmond's Bank of Philadelphia has hired Caroline H. Doyle as its controller.
Ms. Doyle was a financial analyst at First Keystone Bank of Media, Pa. She had been the assistant controller at Roxborough-Manayunk Bank of Philadelphia until last year, when it was bought by Citizens Financial Group Inc., a unit of Royal Bank of Scotland Group PLC.
St. Edmond's Bank is owned by SE Financial Corp. and has $113 million of assets.
First National Bank of Pennsylvania in Greenville has hired Christian Chelli as a vice president and a relationship manager in Pittsburgh.
Mr. Chelli was a vice president of commercial lending at Iron and Glass Bank of Pittsburgh. He began his banking career in 1990 at Integra Bank, which National City Corp. bought in 1995.
First National is a $5.5 billion-asset unit of F.N.B. Corp. of Hermitage, Pa.

First National Bank and Trust Co. of Asheboro, N.C., has named William R. Purcell to its advisory board in Laurinburg, the home of one of its 21 branches.
Mr. Purcell is a lawyer at Purcell & Griswold LLP.
First National Bank and Trust is a an $846 million-asset unit of FNB Corp. of Asheboro.
Southern Community Financial Corp. of Winston-Salem, N.C., has hired David W. Hinshaw as its chief financial officer and an executive vice president.
Mr. Hinshaw was a partner and the director of accounting and auditing at Cherry, Bekaert & Holland LLP, an accounting firm in Richmond, Va.
He began his public accounting career in 1979 at Ernst & Young LLP.
Southern Community owns the $1.2 billion-asset Southern Community Bank and Trust.

Bridge Bank of Santa Clara, Calif., has hired Jeannie Kao as the manager of its newly formed international banking group and a senior vice president.
Ms. Kao held the same rank as a senior vice president the manager of international credit products in the international division of another Santa Clara bank, Silicon Valley Bank, for which she worked for 12 years.
