Ryan Beck & Co. Inc., the Florham Park, N.J., brokerage unit of BankAtlantic Bancorp Inc. of Fort Lauderdale, Fla., has hired New Jersey's state treasurer as a managing director in its municipal finance department.

John E. McCormac had held the state's top accounting post from 2002 until he stepped down this month. He oversaw 3,500 employees within 12 divisions, advised on fiscal and budgetary policy, and managed the presentation of four annual budgets totaling nearly $100 billion.


SOUTHEASTCapital Bank Corp. of Raleigh has named A. Christine Baker the chief financial officer and an executive vice president of the company and its Capital Bank.

She began the jobs Jan. 3, when the $1.3 billion-asset company completed its purchase of 1st State Bancorp Inc. of Burlington, Vt.

Ms. Baker had been 1st State's CFO since 1985. Before that she had been the CFO of First Federal Savings and Loan Association of Raleigh, now a part of RBC Centura Bank of Rocky Mount, N.C.


SOUTHWESTIberiaBank of Lafayette, La., has hired Frankie Lofton as its director of retail sales.

Ms. Lofton had led retail banking sales and service strategy for Hibernia National Bank of New Orleans. In her 31 years with the $23.1 billion-asset unit of Hibernia Corp. she had also been the regional president for the North Shore area of New Orleans; the director of marketing and product development; and the Louisiana manger of retail operations.

The $2.9 billion-asset unit of IberiaBank Corp. has also hired Louis Ballero as commercial relationship manager for New Orleans and a senior vice president.

Mr. Ballero was the chief commercial lender at First Bank and Trust, a $677 million-asset unit of Firstrust Corp. of New Orleans. Before that he had been a vice president of regional banking at First National Bank of Commerce of New Orleans, which Bank One Corp. (now part of JPMorgan Chase & Co.) bought in 1998.


WESTSierra Bancorp of Porterville, Calif., promoted three employees to executive vice president and gave one of them a new job.

Kevin McPhail has been named to the new job of chief banking officer of the company and its $1 billion-asset Bank of the Sierra. He had been a vice president and an area manager for the bank since 2001.

Kenneth R. Taylor, the chief financial officer of the company and the bank, and James F. Gardunio, the chief credit officer of both, had been senior vice presidents. Their jobs did not change.


California National Bank, a Los Angeles unit of FBOP Corp. of Oak Park, Ill., has hired Todd E. Hollander as the president of its newly formed community banking division.

Mr. Hollander has also been named an executive vice president of the $5.4 billion-asset bank. He was the president of U.S. Bank's operations in southern California's Orange County and Inland Empire and managed the U.S. Bancorp unit's business development program for commercial banking in the West.

Before that he had worked at Wells Fargo Bank for 13 years, rising to executive vice president and the business banking group manager for Los Angeles and Orange County.


Columbia State Bank of Tacoma has hired Todd Leber as the manager of its commercial banking group and a senior vice president.

Mr. Leber came to the $2.1 billion-asset unit of Columbia Banking System Inc. from Washington Mutual Bank, where he oversaw commercial banking operations for large metropolitan areas in Washington and Oregon.

Earlier in his 21-year banking career he had held a variety of jobs at West One Bank (now part of U.S. Bancorp) and two banks that are now part of Bank of America Corp.: Security Pacific Bank and Rainier Bank.
