Wainwright Bank and Trust Co. in Boston has hired Martha A. Dean as operations manager and a senior vice president.
Ms. Dean will be in charge of deposit operations, information technology, compliance, and administration at the $913 million-asset bank.
She was the senior vice president and chief operating officer of Commonwealth National Bank in Worcester, Mass.
Before that she had held various operations jobs at Flagship Bank and Trust in Worcester.
MIDDLE ATLANTICAllegiance Bank of North America in Bala Cynwyd, Pa., has promoted Kevin J. Gallagher to executive vice president.
Mr. Gallagher is to remain the chief lending officer.
He had been a senior vice president of the $147 million-asset bank since 2006.
Before that he was the executive vice president and chief lending officer of Continental Bank in Plymouth Meeting, Pa.
Earlier he had held the same titles at First Penn Bank in Philadelphia.
Penn Liberty Bank in Wayne, Pa., has promoted James J. Danna to executive vice president of commercial banking.
Mr. Danna joined the $316 million-asset unit of Penn Liberty Financial Corp. in 2004 as the senior vice president of commercial banking.
Before that he had been the president of government guaranteed lending at Bank of America Corp. and, earlier, at Fleet National Bank, which B of A bought in 2004.
WESTSunwest Bank in Tustin, Calif., has hired William R. Owen as its senior vice president of mortgage lending.
Mr. Owen is responsible for creating and leading the mortgage division, as well as for developing product offerings at the $309 million-asset bank.
He had been a managing director at Pacific America Group in Cerritos, Calif., since 2002.
Earlier he worked for Washtenaw Mortgage Co. as a vice president and western regional manager.
Commerce National Bank in Newport Beach, Calif., has hired Kit Ho as a vice president and the controller.
Mr. Ho is to work with the chief financial officer on the bank's reporting and auditing.
He had been the director of accounting at Financial Partners Credit Union since 2005 and had earlier worked for China Trust Bank as a vice president.
Commerce National has $215 million of assets.
