A fugitive debt collector from Buffalo, N.Y., has been captured near downtown Pittsburgh.
Tobias W. Boyland faces 15 years in prison after his conviction on weapons charges last year.
Boyland was caught Monday near one of the collection operations he set up before his arrest almost two years ago.
Andrew Cuomo, while New York's attorney general, shut down Boyland's operations — including nine companies in the Buffalo area, Cleveland and Pittsburgh — following a six-month investigation that revealed his employees used violence and threats to collect debts.
He also said employees posed as uniformed police officers.
