Mellon-CIBC Manager Joins Northern Trust in Toronto Job

Northern Trust Global Investments has hired Rubi Buchanan and put her in charge of client servicing in the Toronto office of its Northern Trust Global Advisors.

Her rank is vice president.

Ms. Buchanan was a senior relationship manager for institutional trust clients at CIBC Mellon Global Securities, a joint venture of Canadian Imperial Bank of Commerce and Pittsburgh-based Mellon Financial Corp.

Before that she was a service executive for Frank Russel Co., an asset management company in Canada.

Still earlier she was the director of investment research for the Toronto office of Towers Perrin.

Northern Trust Global Investments is a subsidiary of Chicago-based Northern Trust Co.


MIDWESTWells Fargo Education Financial Services in Sioux Falls, S.D., has hired Greg F. Jaeger as director of risk management and senior vice president.

Mr. Jaeger was vice president of fraud management and U.S. Bancorp in Minneapolis. Earlier he worked as business manager of dealer financial services there. Before that he was a vice president of credit policy and risk management at First Bank System in Minneapolis, which U.S. Bancorp bought in 1998.

The Wells Fargo & Co. subsidiary has also hired Jack Falls as sales director of its newly defined central region: Arkansas, Colorado, Kansas, Louisiana, Montana, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming.

Mr. Falls was director of student and administrative services at Texas A&M University. In 13 years at Texas A&M he also worked in the financial aid and admissions offices there.


M&I Marshall & Ilsley Trust Company of Arizona has hired Michael Zaglool as a vice president in its personal trust, investment management, and employee benefit services department.The company, a unit of $24 billion-asset Marshall & Ilsley Corp. in Milwaukee, is based in Phoenix. Mr. Zaglool will work in Scottsdale, Ariz., helping to develop business.

He has 11 years of trust, investment management, and private banking experience. Before joining M&I he worked in Albuquerque as a business development officer for First Security Bank, a unit of Salt Lake City's First Security Corp.


MIDDLE ATLANTICThe New York State Banking Department has hired Edward B. Kramer as deputy superintendent of consumer services.

Mr. Kramer was an executive vice president of Tri-Arc Financial Services Inc., a collateral protection company for mortgage banks and financial institutions in New York.

Earlier he was a senior vice president of Dime Savings Bank of New York, in charge of residential mortgage operations, mortgage servicing, and the operations division.

His new job brings Mr. Kramer back to the organization he worked for a generation ago. From 1971 to 1974 he was the executive assistant to the state superintendent of banks.

After leaving the agency he was vice president of public affairs at the Savings Association League of New York State until 1982.


WESTDeutsche Bank's Bankers Trust Private Banking has hired Kenneth N. Haas as a relationship manager and director in its San Francisco office.

Mr. Haas was a principal at State Street Global Advisors in San Francisco. Before that he was a vice president and relationship manager at Wells Fargo Private Bank in San Francisco and in Palo Alto, Calif.


Bank of the West in San Francisco has promoted Sylvia Rassmussen and Bonnie Fitzgerald to vice president.Ms. Rassmussen and Ms. Fitzgerald are customer service managers. They report to Frank J. Bonetto, executive vice president of community banking.

The two new vice presidents came to Bank of the West in 1998 when it bought her employer, Pacific One Bank of Portland, Ore.

Ms. Fitzgerald also joined Bank of the West in 1998 when it bought her previous employer, Pacific One Bank.

Bank of the West is a subsidiary of Honolulu-based BancWest Corp. which is 45%-owned by Banque Nationale de Paris.
