Prime Bancorp, Fort Washington, Pa., recruited James E. Kelly to be chief financial officer, filling a new post.

Mr. Kelly, who is also an executive vice president, holds the same titles at Prime Bank, the lead subsidiary.

Frank H. Reeves, who remains Prime Bancorp's senior vice president of finance and chief administrative officer, was in charge of the bank's fin- ances but did not hold the CFO title.

He came to Prime Bancorp when it bought First Sterling Bancorp, Devon, Pa., last year. Mr. Reeves now reports to Mr. Kelly.

Mr. Kelly was an independent financial consultant after leaving PNC Bank Corp. in July 1996. He had been a senior vice president of finance and corporate controller at Midlantic Corp., which PNC bought at yearend 1995.

Before that he was chief financial officer of Continental Bancorp, which Midlantic bought in 1986. He joined Continental in 1982 as its treasurer.
