SMALL-BUSINESS LOANS. The Office of the Comptroller of the Currency and the FDIC finalized an August 1995 interim rule that reduced capital requirements for banks that sell small-business loans and leases with recourse. The OTS is expected to follow suit shortly. The Fed issued a final rule in August 1996. OCC and FDIC rules are expected to be published soon. Effective Jan. 1, 1998.

FED ACCOUNTS: The Fed finalized a rule letting banks maintain a single reserve account, rather than holding separate accounts in each Fed district where they operate. Published Sept. 15. Effective Jan. 2, 1998.

EFFECTIVE OVERSIGHT: The Basel Committee on Banking Supervision issued guidelines outlining 25 elements that governments should include in their banking oversight programs. Released Sept. 26. The deadline for agencies to endorse principles is October 1998.
