A bank holding company based in Chicago has agreed not to declare or pay dividends without Federal Reserve approval.

ShoreBank Corp. also agreed not to incur or guarantee any debt without Federal Reserve System approval, according to the agreement released Tuesday by the central bank. The company owns ShoreBank of Chicago.
