National City Bank of Pennsylvania, Pittsburgh, has begun allowing customers to cash in certificates of deposit early if they need to pay for flood damage.

The company is responding to heavy rainstorms last week that wreaked havoc to homes and offices caused two deaths in the western part of the state, according to newspaper reports.
