The Minneapolis banking company said Monday that it partnered with vendors Monitise Americas and Fidelity National Information Services Inc. to develop apps for users of the bank's ReliaCard. Monitise Americas is a joint venture of FIS and Monitise PLC in London.

The Visa Inc. prepaid card is available in 16 states for consumers who receive recurring cash disbursements from a government agency. The new apps, which are available for iPhone, Android and BlackBerry smartphones, allow consumers to check balances, pay bills, receive alerts and view ministatements, according to the ReliaCard website.

Last year U.S. Bancorp released similar apps for users of its AccelaPay prepaid card, which employers give to workers who do not have traditional checking accounts to receive their payroll.

U.S. Bancorp is "committed to investing in new technologies to better serve its customers," Kevin Morrison, the prepaid senior vice president for the company's retail payment solutions business, said in a press release.
