Coinstar Inc. has promoted Michael J. Skinner to the position of president of Coin and E-Payment Services. Previously, Skinner served as vice president and general manager of Coinstar E-Payment Services.

Commerce Online, a provider of payment-processing software for online businesses, has signed a transaction-processing agreement with Virtual Payment Solutions, under which Commerce Online will market Virtual Payment Solutions' processing services to Commerce Online's clients.
