NetSpend Corp. announced today it has signed an agreement to provide general-purpose, reloadable prepaid cards for Cincinnati-based Axcess Financial Services Inc. McAllen, Texas-based Inter National Bank issues the MasterCard-branded cards, NetSpend says. Mason, Ohio-based CNG Holdings Inc. created Axcess in August to offer products to unbanked and underbanked consumers, Jeff Kursman, an Axcess spokesperson, tells CardLine. CNG also owns Mason-based payday lender Check 'n Go, and Axcess offers its cards through Check 'n Go stores, Kursman says. Axcess began offering NetSpend cards during a test in August at 200 Check 'n Go stores in Kentucky, Michigan, Ohio and Tennessee, the company says. Kursman says the company does not plan to release any specific findings or data from that test. Consumers who use the cards can reload them at Check 'n Go Stores, at NetSpend's partner locations, such as PLS Check Casher stores, and through a dedicated Web site, Kursman says. The fees for the card and for the reloads vary from state to state, Kursman says, declining to provide examples. Representatives from Austin, Texas-based NetSpend did not return calls for comment by CardLine deadline.
