TransCard, a prepaid card provider, has signed an agreement with Fishback Financial Corp., a bank holding company. Under the agreement, Fishback's subsidiaries will provide TransCard bank-sponsorship, card-issuing and transaction-settlement services. Based in Brookings, S.D., Fishback has five bank subsidiaries, including two nationally chartered banks and three state-chartered banks, with combined assets of $1.5 billion, according to the Federal Deposit Insurance Corp. TransCard, which is based in Chattanooga, Tenn., offers prepaid cards that carry the Discover, MasterCard, and Star network brands, the company says. TransCard says it also offers transaction-processing services. "Our focus will be on pay cards, business-reward gift cards and selling our processing services," Craig Fuller, TransCard CEO, says in a statement. TransCard did not return messages for comment by deadline.
