ALEXANDRIA, Va. – The NCUA Board this morning proposed a rule that would require credit unions to develop a written interest rate risk policy and interest rate risk management program as a requirement for federal deposit insurance. The proposal comes amid growing uncertainty on interest rates caused by new Federal Reserve policies, the ballooning federal deficit and the turmoil in the Middle East and its affects on rates, NCUA said. In addition, credit unions exposure to interest rate risk has risen in recent years, due, among other things, to a growing portion of assets–now almost 35%–tied up in mortgages. That compares to just 20% for banks. In proposing the rule, NCUA explained there is no one-rule-fits-all approach but that every credit union needs to devise its own policy based on individual aspects and conditions of the institution. The rule, issued for a 60day comment period, would exempt credit unions under $10 million in assets and credit unions up to $50 million with a percentage of first mortgages and investments greater than five years that is less than 100% of net worth.

TUKWILA, Wash. – Pirme Alliance Solutions announced this afternoon it will be offering reverse mortgages to its 1,900 credit union customers through MetLife Home Loans, a unit of MetLife Bank. Through MetLife, Prime Alliance will offer fixed and adjustable rate options for both traditional reverse mortgages and the newly-introduced “HECM Saver” option, which provides consumers with additional options. “This agreement with Prime Alliance will offer America’s seniors greater access to reverse mortgages through their local credit unions,” said Eric Declercq, national sales leader, reverse mortgage division, MetLife Home Loans “We’re pleased to add MetLife Home Loans as a business partner,” said Dan Green who leads for Prime Alliance’s credit union group. “MetLife Home Loans will help our credit union partners to their members with both strong products and dedicated support in the reverse mortgage arena.” Prime Alliance previously entered into a reverse mortgage agreement with Golden Gateway Financial, but the company closed its doors last year. Pirme Alliance is a CU Service Organization that was founded by Boeing Employees CU, known now as BECU. MetLife Bank is a unit of Metropolitan Life Insurance Co.

PLEASANTON, Calif. – Patelco CU is celebrating its move here from San Francisco with its representatives springing out of the blue to buy the neighbors a cup of coffee or fill their tank with gas. The $3.7 billion credit union is celebrating its 75th anniversary by spreading out $45,000 in cash giveaways as part of its Patelco Pays Your Way Program. Patelco hopes to surprise as many as 1,500 Bay Area residents with everything from $75 gift cards to Lucky supermarkets to local businesses including Tully’s Coffee, Jamba Juice, ARCO stations and Panera Bread. "We want to say 'thank you' to the communities and people who have supported us for the past 75 years," said Patelco President Ken Burns. In conjunction with last month’s move of its headquarters here, Patelco has launched a multi-media marketing campaign featuring print, TV and online ads, around the theme Bank on Trust. SAN FRANCISCO – Visa announced this morning it will be offering its card holders person-two-person money transfers through their credit union or bank in the coming months. The cards company said it is launching its own P2P offerings through separate deals with Fiserv’s ZashPay and CashEdge’s Popmoney. “This is a milestone for Visa. We are extending the utility of our global network from payments at the point of sale, to payments among individuals," said Matthew Dill, global head of personal payments and digital money transfer at Visa Inc. “The exact same Visa card you pull out of your wallet to make purchases at the point-of-sale can now be used to receive a payment from a friend or family member,” said Dill. “For fifty years, Visa has worked to simplify payments; we are now evolving our network capability to make it easier for our cardholders to pay one another.” The new Visa personal payments service was made possible through technical enhancements to VisaNet, Visa’s global payments processing network, and through the introduction of a new Visa transaction type that allows financial institutions to accept incoming funds. Through the separate agreements, CashEdge and Fiserv will have access to VisaNet, enabling them to integrate the Visa personal payment service into their respective person-to-person platforms - Popmoney and ZashPay. This will allow a participating credit unions’ and bank’s customers to send money directly to a Visa account. More than 700 financial institutions have signed up to offer ZashPay, and the service is already live at 500 credit unions and banks. Popmoney is currently deployed at more than 170 leading U.S. financial institutions, including five top 20 US banks. The service provides support for text messaging, WAP and downloadable mobile applications. The first U.S. financial institutions are expected to make Visa personal payments available to their customers through CashEdge and Fiserv by the second half of 2011.
