CLEVELAND – The former CEO and eight members of St. Paul Croatian FCU were indicted this afternoon on charges related to last year’s collapse of St. Paul Croatian and a $170 million fraud that caused one of the biggest credit union losses ever. The indictments charge Anthony Raquez, the CEO of the one-time $240 million credit union, with issuing more than 1,000 fraudulent loans totaling more than $70 million to more than 300 members at St. Paul from 2000 to April 2010. The indictment also charges him with accepting more than $500,000 in bribes, kickbacks and gifts from St. Paul members who fraudulently obtained loans. The indictment also charges him with four money laundering counts for issuing checks totaling $371,800 drawn on his St. Paul account payable to The Vanguard Group. Today’s charges follow a January indictment on fraud charges of Koljo Nikolovski, a Croatian crime figure who allegedly borrowed millions of dollars from the St. Paul Croatian with no intention to repay the loans. Today’s indictments alleges that Nikolovski obtained several loans from St. Paul and Raguz totaling approximately $2.9 million from 2003 through 2005 that were not repaid. The indictment alleges that he was aided and abetted on some of those loans by his ex-wife and the other individuals named in the indictment. “This was a major fraud perpetrated against shareholders, including by people whose job was to protect shareholders' interests," said Steven Dettelbach, U.S. Attorney for the Northern District of Ohio. "It constitutes self-dealing on the most outrageous scale."

DES MOINES – Dwolla, the low-cost mobile payments provider, announced today the launch of what it is calling the first location-based payment technology, which will allows user to check in at various retailers and use their mobile phones to pay for purchases. The payments start-up, financed by credit unions, says its Dwolla Spots allows users to walk into a store with an iPhone, pull up a map on the phone and click on a participating store's icon and make a payment for a purchase using the phone. The purchase is posted immediately on a computer located in the store. No cash, check or card swipe is needed, eliminating the merchant's cost for hardware, card readers or expensive credit card networks. The payments will cost consumers 25 cents per transaction. Dwolla Spots is exclusive to the Apple iOS and will be released later this month in the Apple App Store. Updates to the Android and Windows 7 versions will debut later this spring. Dwolla is partially financed by The Members Group, an affiliate of the Iowa CU League, and Veridien CU.

BROOKFIELD, Wis. -- Fiserv said this morning it agreed to acquire M-Com, an Atlanta-based provider of mobile banking services for credit unions and banks. The two companies have been partners since 2008, developing and delivering a service called Mobile Money from Fiserv to financial institutions. Financial terms of the deal were not disclosed. Fiserv also said it has agreed to acquire Credit Union On-Line, a Waltham, Mass., CUSO that that runs an outsourced version of an account-processing solution from Fiserv. The CUSO is co-owned by CEO Connie Boretti and RTN Federal CU and Medical Area FCU.
