DES MOINES, Iowa-"Bust-out fraud," when a card applicant with criminal intent applies for credit using a false, partially false or even legitimate identity, then later defaults, is "breaking out in a major way" and card-issuing financial institutions need to pay closer attention to the risk, according to Karen Postma, senior cards risk manager for The Members Group.
