Allfirst Financial Inc., formerly First Maryland Bancorp, has promoted vice president Jerome A. Ratcliffe to corporate secretary.

He will also hold that title at the major operating units of the Allied Irish Banks PLC subsidiary.

Baltimore-based First Maryland, which has $17.9 billion of assets, became Allfirst Financial on Monday. Its banking divisions-First National Bank of Maryland, Dauphin Deposit Bank, and York Bank-became Allfirst Bank.

Mr. Ratcliffe, 37, will also be the corporation's chief ethics officer and the secretary to the senior loan and executive committees.

He joined the company 11 years ago from Mellon Bank in Pittsburgh and has recently managed a national account portfolio in several Midwest and southwestern states for First National Bank of Maryland.
