Gov. Mike Beebe, a Democrat, said Wednesday that he had promoted Ms. Franks, 54, who had been deputy bank commissioner since 1995 and before that was the department's general counsel for 15 years.

"Candace has a wealth of institutional knowledge and the respect of bankers throughout our state," Gov. Beebe said in a press release.

Ms. Franks is succeeding Robert H. "Bunny" Adcock Jr., who was bank commissioner for one term, beginning in 2003.
