Capital Briefs: Ex-PNC Executive Now Pa.'s Chief Regulator

Former PNC Bank executive David E. Zuern, 50, has become Pennsylvania's top banking regulator.

Acting secretary of banking since being nominated by Gov. Tom Ridge in May, Mr. Zuern succeeds Richard C. Rishel, who stepped down in January after holding the post for four years.

Mr. Zuern retired last year after a 28-year banking career. He most recently headed the northwest Pennsylvania operations of Pittsburgh-based PNC. Mr. Zuern selected James B. Kauffman to be deputy secretary for financial institutions. Mr. Kauffman was most recently chief credit policy officer at Harrisburg, Pa.-based Keystone Financial Inc. and chairman of its Keystone Bank subsidiary in Horsham, Pa. -- Alan Kline
