TAIPEI - Taiwan's seven largest state-run banks announced their decision to issue Visa cards.

The banks have been members of Visa for six years, but were unable to issue cards because of government constraints that were lifted last year. At least three of the banks are already issuing Visa cards and the other four are likely to follow soon.
