Dallas Fed tabs retail investor Cece Smith as chairman.

Cece Smith is serving as chairman of the board of directors of the Federal Reserve Bank of Dallas through the end of the year.

Ms. Smith is general partner of Phillips-Smith Specialty Retail Group, Dallas, a $140 million group of venture capital funds that invests in retail businesses with the potential to become major regional or national retail chains.

Roger R. Hemminghaus has been appointed to the board of directors of the Dallas Feb, serving as deputy chairman for 1994.

Mr. Hemminghaus, chairman, chief executive officer and president of Diamond Shamrock Inc., comes from the bank's San Antonio branch board. His term expires at the end of 1995.

Also appointed to the Dallas Fed board for a three-year term was Gayle M. Earls, president and chief executive officer of Texas Independent Bank in Dallas.

Appointed to the bank's El Paso branch board for three-year terms were Patricia Zangwill Holland-Branch, president and owner of PZH Contract Design Inc.; Veronica K. Callaghan, vice president and principal in Kasco Ventures Inc.; and Ben H. Haines Jr., president, chief executive officer and a director of FIRST NATIONAL Bank of Dona Ana County, Las Cruces, N. M. Judith Craven has been appointed to the bank's Houston branch board of directors for a term ending Dec. 31, 1996. Dr. Craven is president of the United Way of the Texas Gulf Coast.

Appointed directors at the San Antonio branch for three-year terms were Douglas G. Macdonald, president and chief executive officer of South Texas National Bank, Laredo, and Juliet Villarreal Garcia, president of the University of Texas at Brownsville.

H. B. Zachry Jr., chairman and chief executive officer of H.B. Zachry Co., an international contracting firm based in San Antonio, was appointed to fill the unexpired portion of Mr. Hemminghaus's term, ending Dec. 31, 1994.
